2. Policy updates and Employer voice

The Inclusive Talent Strategy for London, led by the Mayor and London Councils, launched on 23 October (see here). It is part of delivering the London Growth Plan published in February, and aims to be the overarching ‘workforce plan for London’.

Alongside this, the Get London Working Plan was published, focused particularly on how to join up employment, health and skills and support residents with barriers to employment. West London is well advanced on this journey and we have brought together a range of programmes for residents through a single front door, with our strategic partners Shaw Trust – see here.

As part of this work, the Mayor will be sponsoring Sector Boards and Sector Hubs, working across London to improve training and skills in construction, creative industries and life sciences. A prospectus has been published inviting proposals to run the Hubs, with funding attached. We know that we already have several successful sector hubs in West London to build on. If any West London partners are interested in bidding to run one of the new Hubs, please do let us know so that we can support you and help connect you with relevant partners.

West London Alliance and West London Business are helping to refresh the London Local Skills Improvement Plan. This is the main way to capture what skills businesses need and areas where businesses are struggling to recruit, and make sure that training providers are meeting those needs. Please share our short survey here with your employer networks so that we can hear from as many voices as possible – and look out for further engagement to follow.

3. London Talent Pathways - A new ASF funding opportunity

This fund supports: London residents aged 19 and above

Who can apply: UK-registered learning providers having a valid UKPRN, a track record of skills and training delivery and planned provision at a delivery site located within London

Grant amount: £200,000 up to £1,200,000 (funded by the Adult Skills Fund and up to £400,000 ringfenced for the delivery of eligible Free Courses for Jobs)

Apply by: Monday 8 December 2025, 5pm

Today the Mayor of London has launched a new funding opportunity, London Talent Pathways, marking a major step towards creating a more inclusive, employer-led skills system in London.

The Fund will provide Londoners with the opportunity to benefit from high-quality vocational training to upskill and secure good jobs in the capital’s key sectors. By bringing together the Adult Skills Fund and Free Courses for Jobs, London Talent Pathways aims to tackle long-standing challenges in London’s jobs and skills system — particularly for disadvantaged Londoners facing barriers to work.

Supported by the Sector Talent Boards, the Fund will shape effective career pathways to priority occupations within key sectors and strengthen partnerships between employers and training providers, ensuring London’s workforce has the skills needed to thrive in the city’s growing economy.

Funding opportunity for providers

The Greater London Authority (GLA) is inviting all learning providers including Further Education Colleges, Local Authorities, Institutes for Higher Education and other training organisations to apply for funding to deliver adult education under London Talent Pathways.

You can find the full guidance and application details including links to sign up to our upcoming market warming webinars on the 3rd and 5th of November, at the London Talent Pathways webpage. Please fill in the webform to register.
